Captain Dan Brinkman First Assistant Police Chief

Sturgeon Bay – Captain Dan Brinkman of the Sturgeon Bay Police Department has become the department’s first assistant chief of police, while Sergeant Investigator Chad Hougaard has been promoted to the captain position. 

The promotions follow the change the department made to its administrative ranks in June to be in better alignment with statewide command structures. Brinkman will continue to be second-in-command with the new title, and Hougaard will be third. The restructuring eliminated the lieutenant position that Clint Henry had held before being promoted in September 2020 to chief of police. 

Sergeant Investigator Chad Hougaard has been promoted to the captain position.

Brinkman and Hougaard were promoted last month following a competitive selection process. The Sturgeon Bay Common Council then approved their salary adjustments – informed by a departmental wage study done last year – during its Aug. 17 meeting. Brinkman’s base salary was adjusted up to $90,272 for 2021, and Hougaard’s up to $83,691. Brinkman has served the department for 33 years, 10 of those as second-in-command. Hougaard has 25 years of law enforcement experience, 16 of those with the Sturgeon Bay Police Department and 10 of those as part of a supervisory team.
