Construction Update, Sept. 11-18

Hwy. 57 and County Road C

Work will begin Monday, Sept. 14, on a $1.04 million safety improvement at the intersection of Hwy. 57 and County C with the construction of a J-turn intersection. Peters Concrete Company, Green Bay, is the prime contractor. The project involves constructing a J-turn intersection at Hwy. 57 and County C to provide safer turning movements at the intersection. The J-turn does not allow left-turn and through movements from C. In order to make these movements, drivers at C have to first turn right then make a U-turn approximately 1/3-mile down the road from the original intersection. A study completed by the Federal Highway Administration on J-turns found an overall reduction of intersection crashes ranging from 28 to 44 percent.

The Wisconsin Department of Transportation built the first J-turn in 2011 to address multiple crashes on Hwy. 53 in Douglas County. There were eight injury crashes at the intersection in the five-year period prior to construction and zero since construction. Other J-turns were built in Brown County at Hwy. 29/County Road VV and Sheboygan County at Hwy. 23/County M in 2013. For more information regarding J-turn intersections, click here.

Hwy. 57 will remain open to traffic, but it may be reduced to one lane in each direction during construction. County C will remain open. Motorists are advised to use caution and remain alert when driving through this or any work zone.

Hwy. 42 Village of Forestville

Schedule: Aug. 2015 to Oct. 2015

Length: 0.05 Miles

Cost: $475,000

Location: Village of Forestville, between County X and County J

Description of project: The project involves removing the existing box culvert and replacing it with a new bridge meeting current design standards for vehicular loading and structure design. Bridge approaches will be constructed, which include curb and gutter, asphalt pavement, storm sewer, signing and pavement marking.

Sept. 14 – 18: The contractor will excavate and place rip rap for the streambed and south embankment. The contractor will then excavate and drive piles for the north bridge abutment and begin to form and tie reinforcing steel for the abutment.

Traffic impacts: 42 will be closed to through traffic for the duration of the project. An approximately 3.5-mile detour from Hwy. 42 to County X to County D to County J and back to Hwy. 42 for northbound 42 traffic and the reverse for southbound traffic will be established to maintain through traffic.

Hwy. 42 Village of Sister Bay

Schedule: July 2015 to June 2016

Length: 0.8 miles

Cost: $5.8 million

Location: Country Walk Drive to Scandia Road

Description: This project involves the reconstruction of 42 and 57 in Sister Bay. The work includes traffic and erosion control, signing, storm sewer, sanitary sewer, water main, curb and gutter, sidewalks, lighting, concrete and asphalt pavement, and landscaping.

Sept. 7 – 11: Work is scheduled to begin Sept. 8 on 42. The contractor plans to begin rock drilling and blasting (south of 57) and storm sewer work (south of 57 and north of Maple Drive) using multiple crews.

Traffic Impacts: This project consists of detours around the staged work areas. Hwy. 42 is closed between Country Walk Drive and Hwy. 57. Traffic is detoured for both northbound and southbound traffic lasting through Oct. 8. The detour is 42 to Country Walk Drive to 57 to 42. Hwy. 42 is also closed between Maple Drive and Scandia Road from 8 pm Sunday through Fridays at noon and then opened back up for the weekend.
