Sister Bay Notes

The Village of Sister Bay has decided to move forward with two major projects, one long in the works and one a more recent creation.

• Ice Rink

The Theresa K. Hilander Community Ice Rink will finally get a concrete surface before next season. Ice rink organizers have sought a concrete surface for years because it would provide a level rink to flood and save hundreds of gallons of water from absorbing into the ground and many hours of volunteer labor to flood the rink.

The new base should provide a longer season of ice as well.

Village Administrator Bob Kufrin expects progress to move forward quickly.

“I’m anticipating [Village President] Denise Bhirdo will sign a contract next week and we’ll see construction activity at the Sports Complex by the end of September,” he said.

Barring any unforeseen weather issues, a concrete surface for the ice rink should be in place before winter arrives.

• TIF District Moves Ahead

A joint review board made up of representatives from each taxing entity in Sister Bay has approved the village’s proposal to form a Tax Increment Financing district to fund projects included in its Waterfront Park district.

The TIF district is expected to bring in about $10 million over the next 15 years to help offset the costs associated with adding amenities to the park, street and curb aesthetic and infrastructure improvements in the village, and possibly purchasing other properties along the waterfront.

In the TIF district, the taxes that go to the other taxing entities (Gibraltar Area Schools, the County of Door, and Northeast Wisconsin Technical College) are frozen at today’s level, while all taxes on improved value – the tax increment – over the life of the TIF go to the district. The idea is that the improvements made to infrastructure, attractions, and public spaces within the district will drive development and property values, creating the taxes on the improved value.

The village proposal will be sent to the state in the next few days for final approval.
